The top 10 Worst Cities in the U.S. have all been run by Democrats for a long time:
-Detroit, MI (1st)hasn't electedRepublican mayor since 1961;

Resolved Question: So the Democratic Model works best right? ?
Ok so Capitalism is a system that says we will always have poor and needy etc... and work off the assumption of a 80/20 model 20% being a "socialistic" approach and the rest caring for that 20% I am my brothers keeper and Democrats say that model is not right and capitalism sucks for the greedy etc.. and seem to have more of a 40/60 theory 60% being a "socialistic" approach - so lets look at the Democratic Model
I have a few stats and I wonder what this tells us? What can one conclude from this information?

Resolved Question: Calculating the day of week with Java from a date.?
Here are my instructions. I do not understand offset at all. If someone could, would you perhaps simplify my instructor's instructions a bit? I'm not looking for an exact code answer, I don't want that. But I wouldn't mind an example of an offset of one of the situations my instructor is describing here.

-INSTRUCTIONS-
There are a variety of methods for calculating the correct weekday given a month, day and year. You are free to discover your own approach on the Internet but we recommend you use the following simplified version that works for any date between 1900 and 2099. One trick to realize is that January 1st, 1900 occurred on Monday. Every seventh day beyond that also fell on a Monday. You only have to determine how many days beyond January 1st, 1900 the current date occurred and then the calculation is pretty straight forward.
Our approach will use an integer value called an "offset". We will add numbers to the offset depending on the century, number of leap years, years, month and date.
1. The offset begins with zero.
2. Increment the offset by 6 if the century is 2000.
3. Increment the offset by the number of years in the current century. For example, 1900 would be zero and 1961 would be '61'.
4. Increment the offset for each leap year that occurred in the current century. Recall that leap years occur every four years. Use integer division to determine how many leap years occurred. For example, there were two by 2009 and zero by 2001.
5. Increment the offset by 6 if the month is April or July.
6. Increment the offset by 3 if the month is March or November.
7. Increment the offset by 2 if the month is August.
8. Increment the offset by 5 if the month is September or December.
9. Increment the offset by 4 if the month is June.
10. Increment the offset by 1 if the month is May.
11. Increment the offset by 6 if the month is January AND is in a leap year.
12. Increment the offset by 2 if the month is February AND is in a leap year.
13. Increment the offset by 3 if the month is February AND is NOT in a leap year.
14. Increment the offset by the number of days. For example, looking for March 5th would add 5 and looking for February 27th would add 27.
15. Modulo the offset by seven. If the result is 0 then the day is Sunday. If the result is 1 then the day is Monday and so on.
